I haven't a clue how you have your Products setup and what shipping modules you have installed in order to complete a checkout as you will not tell me ...

What are your settings in Configuration ... Shipping/Packaging ...

What shipping modules are turned on in the Modules ... Shipping ...

How are you marking this Product as Free Shipping?

Do you have an URL to your site for this Product where we can attempt to see what is happening?

Select the "Pet Safety Alert Decal" button on the front page and that's the product I'm having trouble with.

If you go to Modules ... Shipping ... and edit the FREE SHIPPING! freeshipper and actually turn it on:

change the setting

Enable Free Shipping
False

to be enabled:

On this Product for Free Shipping, if you go to the Catalog/Products and EDIT this Product ...

Is it marked:

Product is Virtual: No, Shipping Address Required

Always Free Shipping: Yes, Always Free Shipping

Does that make it work properly?

That I am not sure of as I do not know how you have all of your other Products setup ...

In theory, the FREE SHIPPING! freeshipper is only going to show with Products marked as Always Free Shipping YES and as you are not using 0 weight to mean Free Shipping, it should not affect your other Products ...
