Attribute Pricing Doubling the "Base Price" ???

Hello:

I have a situation with a particular attribute pricing. I am pricing a product by size. In this instance the sizes are for dog "bandana collars." Sizes are 10" to 24". The base price is $13.97 including shipping. The way I have it set up is the 10" is $13.97, 12" is $13.97, 14" is an additional $2.00. I have the product page set up for "price by attributes" and have the price at $13.97. The problem is that when you add the 10" (priced at $13.97) to the cart, it doubles the price to $27.94. When you click on the other sizes, such as 18" it does what it is supposed to do and adds $4.00 to the base price of $13.97 and totals at $17.97. I have tried a few things but I can't stop the base price from doubling. Not only is this happing with this particular category, but any category I have priced that way is doing the same thing.

I attempted to insert an image of the attribute controller so you could see the settings but for some reason it's not working.
