Category Descriptions Disappearing Randomly

I had version 1.39 until today. Starting last month, certain category descriptions would disappear randomly though out the store. When I go in to them from ADMIN, they will still be empty. I would type something new in, save; Still empty from the front end.

So blaming on my store being outdated, I decided to upgrade today. When I did, they are still the same, yet this character below is visible all though out the store.

There was a bug in one of the 1.39 versions but I am fairly sure it only effected product descriptions i think

And is there any chance of a link to your site? so we can see it happening in-situ?

If it only started last month, was there a change at your host
for example the php version being updated etc?

When you upgraded, you didn't set the language file to use the old character-set that your old store's data is based on.
v1.5.x uses utf8 out-of-the-box, but your data is all iso-8859-1 format. So, set the charset in your english.php to use the old charset, and those symbols will go away.
