    It really sounds like you have a bad file or files on the server ...

    The point being, you should not get the 500 server error message or any bad page ...

    Try reloading the files for:
    /includes/modules/checkout_whatever.php

    there are a few in there ...

    Are you using any kind of SEO/rewrites? If so, turn them off and see if that is the issue ...

    If that still doesn't fix things, temporarily switch to the Classic Template and test your checkout ... this will rule out your templates and override files ...

    Also, can you post all of your settings on the Discount Coupon for the 100%? You can mask out the discount code itself ...

    Well, back to square 1!!

    With the paypal express module installed I cannot see where the customer can use a credit card without logging in to paypal.

    Re-installed the standard.

    Also, those darn zeros seem to be the culprit in the checkout because everything works just fine until the order total equals $0.00,

    The money order module is the same.

    You are not reading the screen when you get to PayPal if you do no see where to make a Payment without a PayPal account ...

    On the screen you should find the link for:

    Don't have an account? Check out as a guest

    The darn 0.00 has nothing to do with this ...

    I am trying to find what is causing this issue ... I will try to do another install of Zen Cart v1.5.1 and see if there is anything different between that install and mine that I am forget about ...

    Reloaded the checkout files and switched the template to the classic one. same results!!

    Here is the coupon configuration.............
    Name - Temp Staff
    Description - for volunteers and temp staff
    Coupon Amount - 100.0000%
    Coupon Minimum Order - 0.0000
    Free Shipping - Unchecked
    Coupon Code - 0001
    Uses Per Coupon - Blank (unlimited)
    Uses Per Customer - Blank (unlimited)
    Start Date - 1 February 2014
    End Date - 1 June 2014
    Coupon Zone Restrictions - None

    I've not been able to reproduce either, but only two things really come to mind.

    File or folder permissions is the 1st thing I think of when I see 500 Server errors (either too restrictive or not restrictive enough).

    If neither of these ideas are applicable you will probably need to contact your host for help. Their log files will provide more specific information as to the exact cause. The '500 Server Error' is a generic error response designed to not leak information that could be used to compromise the server.
