USPS Not showing First Class on order

I am working on a site that for some reason for a few months hasn't been giving the option for First Class shipping, it is only giving priority. I know the first question is going to be is the Tare set correctly and I have it set to 10:0 for Small to Medium. The item I am adding to my cart is .1 pound. When I do the shipping estimator still won't give me First Class for some reason. Any thoughts? I am banging my head against the wall here. I have look back through orders and a little over a month ago a customer used First Class shipping, but for the last month there have been orders that should have, but they didn't so I have to assume it wasn't listed. The only purpose of saying this is I know it did work at once, and something has been changed.
