Both are "88952634" which is the same as almost every entry for this customer.

That suggests they used some sort of bot to create the account.

So I looked up another customer to get their country_ and zone_ ids and used that to populate this rogue customers entries and was then able to delete the account.

Turns out in the front end China is an option but in the admin it's not listed. All evidence seems to point to the entry having been deleted...Is that simple/possible to restore?

Yes you can. But it's a hack, and shouldn't be something you do on any regular basis.
