Shipping Options

I have National and International as options in my Zencart shipping. However, international people see the lower National rate and select that. Is there a way to get a user to select their location and THEN the appropriate shipping pops up?

For starters, answers to the posting tips and what addon shipping module you are using would help.

I'm new to Zencart so at this point can say that it was the one that installed with the system. One is called itemnational and the other is iteminternational.
