Canada free local ship else flat rate

This seemed like a simple thing until I realized it wasn't working. I've also read all the posts I could find on the subject but none I found were in Canada...

1)I'm in Canada so my zones, tax-wise, are provincial
2)The area I'm trying to offer local shipping in is a city contained within a province I'm forcing flat rate shipping on

I've concluded I have to use freeshipper since this is not weight/item related. Table shipping seemed to offer a plausible similar scenario but I still couldn't get it to show at checkout either.

Seems to me that there's a tug of war between flat rate and freeshipper since the city is within the province.

Steps taken so far:
a)created a zone and zone definition with corresponding city
b)tax class and rate --dial showing green
c)added freeshipper and set to shipping zone accordingly(I tried both with and w/o class since there's no charge I don't see the point in having a class for it)

Despite that the checkout doesn't offer the free shipping as expected using a test account in that city.

Flat rate should apply. However, as mention these two zones overlap because my flat rate is provincial and my free local is a city within that province.

Why then is this mentioned in the options for FREE SHIPPING freeshipper!?

If a zone is selected, only enable this shipping method for that zone.

The Zone is there for coders who need to write custom code utilizing the Zone, but the normal site will not use this as it won't work without custom code ...

I see. Not that this is up to you but I'd highly recommend some mention to that regard. Otherwise it's quite misleading.

I'm also surprised this hasn't come up in the past. Perhaps ppl are tweaking in-store pickup for this purpose!? The area I'm trying to make free shipping is my place of residence. I plan to hand deliver the products purchased in this city. It's a small enough town and I see value in getting to know my clientèle.
