Billing and Shipping address MUST be the same!

Is there a way to set it so the billing and shipping address MUST be the same? Or just eliminate the option for a shipping address?
We've seen an increase in fraudulent orders and in 100% of those, the item is being shipping to a different address then the billing address.
We'd rather just turn off that option and customers can email or call to have it shipped somewhere else.

Thank you. I had to modify some info in the language file so customers understand, but I think it will work.
