Why can a customer specify Puerto Rico as their country?
A customer in Puerto Rico can specify their address using either Puerto Rico as their country or Puerto Rico as their state and the United States as their country. Is there a reason for this dual-entry method?

Yes ... The USPS recognizes Puerto Rico as a part of the United States ...
UPS and FedEx recognize Puerto Rico as a country ...
This is why there is a translator to adjust the address for shipping quotes in the USPS shipping module ...
So, it exists as both ...
If you want to use UPS/FedEx and USPS then the customer would need to pick Puerto as a Country ... but USPS will still be able to work with the translator ... and I would disable the Zone for the United States with Puerto as a state to force the customer to pick Puerto as a Country ...
