State to State shipping problem with USPS V4

Initially, had problem with shipping_estimator and newest php. Got that working and noticed that the estimator was not working for TX to TX shipping. TX to OH works just fine. Tried changing online and retail with no change.
Went to screen debug and get

looks like the old parcel post prob but that's not the selection in the settings. User only able to use 1st-Class Parcel and Standard Post.
Ideas?

CORRECTION: Fails in neighboring states as well. Seems it might be based on distance versus just state.

Using Standard Post is limited by USPS ...

It is not unusual for it to be unavailable from TX to TX and work for TX to OH or work for Oh to TX but not work for OH to OH based on their zones ...

You would need the setting for ground enabled which will cause all or most other methods to fail ...

I am heading out to a meeting right now, but when I get back I will try to look at this and find the setting you may need to address on this ...

User had noticed that standard post was also not available from the USPS site.
When adding priority, the USPS option appears for everywhere even including around the corner.
User didn't want to add priority as it can give the customer a false sense of delivery time. However, unless you can come up with a different solution, that's what we'll use for now.
