mysite/extras/ipncheck.php page not found

I get a page not found when running ipncheck. Is here anything I should be checking?

The access log entry is
76.89.163.26 - - [27/Jul/2014:21:46:03 -0700] "GET /extras/ipncheck.php HTTP/1.1" 403 3088 "-" "Mozilla/5.0 (Windows NT 6.1; WOW64; rv:30.0) Gecko/20100101 Firefox/30.0"

there is no error in the error.log and I cant find any other log with an error for this.

figured out the problem. in the .htaccess. changed the "OPTIONS -Indexes -ExecCGI" to +ExecCGI. ran the test and change the code back.
