Delete option name vs. delete option value

I'm wondering why there's a discrepancy between the handling provided when you delete an in-use option name vs. an in-use option value.

If you go to Catalog->Option Name Manager and attempt to delete an option name that is currently in use, the processing lists where the name is used with a message that it is not safe to delete and includes only the "Cancel" button in the display.

If you go to Catalog->Option Value Manager and attempt to delete an option value that is currently in use, the processing lists where the value is used with a message that it is not safe to delete, but includes both the "Cancel" and the "Delete" button in the display ... allowing the value to be deleted in spite of the warning.

There is a useful need to delete an Option Value from the Option Name from all Products and that can easily be copied back to Products based on existing Option Name/Option Value ...

Deleting the Option Name and all of its Option Values from all Products is much more destructive ...

The deletion of one Option Value from all Products has been more useful and more requested than the deletion of the Option Name and all Option Values ...

Hence this has remained as a choice on the Option Values and has not been extended to the Option Name ...

So, the warning only with the choice on Option Value seems to be of need ....

I cannot, at this time, see a benefit to allowing that choice on Option Name or taking it away from being a choice on the Option Value ...
