The content of the email is generated while the order is being processed. Two things: while I believe the file is the orders.php file found in includes/classes folder, the specific location of what you want to change can be found using the admin developer's toolkit in the tools menu option.

Correction, it's not a BCC of the email, but a second email that has additional content added to it when sent to the email address(es) set in the admin panel.
