Telephone number gives error when minimum value is any number above zero

Typical answers to the posting guidelines would help. Ie. How was the upgrade performed (complete rebuild, upgrade in place, etc...)
Where did the upgrade softwaare come from? (This site, a one click install, etc...)
From what version?
Other questions related to the situation... (Plugins, etc...)

If I remember correctly, I did do the one click upgrade to v153 from v151 on Godaddy. Prior to that, I had always downloaded it from here. I completed that in March and didn't have one customer mention it and we also received phone numbers for a while after that upgrade. I think the problem first started sometime in August. I don't recall using a plugin that would affect any of the files associated with creating an account. Most of the plugins I had with previous versions are not available for v153.
