I can't replicate it either by typing in the URL but it happens when First Data calls back to the cart.

Is the site you're working on really v1.3.9?
Perhaps since 1.5.x fixed some sessions issues maybe an upgrade is necessary?
FWIW I'm working on a new FirstData module to work with their newest API, but it's not ready for production use yet..

Setting Cookie Domain (under Admin->Configuration->Sessions) doesn't help.
