Ooh ... you're running v1.3.9, right? Edit the file /YOUR_ADMIN/includes/init_includes/init_ip2country.php and remove the following three lines (at the bottom):

YAY! That did it :) Since apparently my cache folder is so huge, Filezilla won't open it. Now to install the rest :)
Okay, the only problem now is that the tools box you had me create separately doesn't show up in admin anywhere.I'm sorry to be such a pain.
Nevermind, I just went to my admin/tools_update_ip2country.php and the page came up. :)
Okay, I feel like I'm spamming this board, and I apologize.
I tried to import the IP2Location file (I downloaded what I thought was the latest one, IP2LOCATION-LITE-DB1.IPV6.CSV), and I got this error:
1062 Duplicate entry '4294967295-4294967295' for key 'PRIMARY'
Followed by a long list of mess, and at the end, it reads:
If you were entering information, press the BACK button in your browser and re-check the information you had entered to be sure you left no blank fields.
My ip2country database only has 2 entries:
4294967295 -
4294967295 4294967295 FR
So I'm not sure if I should try again, or ...?
