How to edit nddbc.html?

Greetings-

When there is connection problem, the page '/nddbc.html' show on screen (http://www.angelcorp.cn/nddbc.html).
Since my site is non-English, I'd like to change the content of this page into Chinese, at least replace 'Click here' with corresponding words.
The file is not php file (a html in root directory, not a language file), how can I edit it?

You can simply edit the file directly.
If you need to make it contain multiple languages, simply put both languages into the page as you write the HTML.

Thank you, DrByte. I didn't make clear my question. Anyway the problem is solved.
Initially I couldn't find a way to open html file. The hosting company in China does not offer any editing tool on cpanel, and FileZilla cannot open html either. Later I found the file can be opened on server in the US. Then I edited it on US server, and downloaded to my PC, and then uploaded to China server. (We have two websites, one hosting in China, one hosting in the US.)
It's another example that product/service in China is not as good as the counterpart in the US.

Should have been able to open the file locally after using ftp to download it, then open any standard text editor (that does not use special character rewrites), then open the file, save the file then upload it via ftp. There is no need to run circles around the globe to open a file for editing, especially not a text file such as the above. Filezilla will "open" a file based on what it is associated with, and that association can be modified.
