Problem with USPS update, now there's no install button

Ok so I'm following the directions to install the latest USPS update.
I remove the module as per instructions, now I no longer have an install button for the USPS shipping module.
And now there is no usps shipping module in modules | shipping

This sounds like you have left a backup copy in the directory:
/includes/modules/shipping

and that is a auto-loading directory ... so this will produce errors if you have additional renamed copies of usps.php as they will conflict ...

Check to ensure that you do not ...

Another cause could also be if you have the language file in the code directory or visa versa ...

Another cause could be a bad upload of the new files ...

Meanwhile, ensure that you have the current copy of USPS being installed:

i renamed usps.php to oldusps.php is that not sufficient?

fixed, after I changed oldusps.php to oldusps.txt in both folders thanks

That name would attempt to auto-load ...

What would not try to auto-load could be:
usps.php_OLD

as it does not end in .php so the auto-loading feature would ignore it rather than try to load it as your file oldusps.php did which would collide and cause issues ...
