Ugrade from 1.3.9h now or wait till 1.6 is released?

I have 4 sites running 1.3.9h and finally am biting the bullet to upgrade - have been daunted by complexity (for me anyway) of updating but now realize I MUST do it hence the question wondering do I upgrade now to 1.5.4 or wait till 1.6 is released - if I upgrade now to 1.5.4 will upgrade to 1.6 require the same sort of 'complexity' or will it be a much simpler process?

It seems to me that the process hasn't changed per se over the years... The level of difficulty seems to lie mostly on how changes to the site have been applied. Ie. Modifying default template files instead of template override files and the "plugins" installed.

Upgrading to and beyond ZC 1.5.3 has required the most code modification based on the changes to the underlying PHP and jQuery changes. These as well as other aspects of the system integration continue to evolve. If nothing else store operation will be more secure if you update to 1.5.4.

Yes, you should upgrade to v1.5.4 now.

That will make your future upgrade to v1.6.0 much simpler.
