File compare doesn't show the difference

I'm using WinMerge to compare two versions of my software. There are no language differences, that would explain why the text "Flexible footer menu" shows up in Finnish but not in English on my test site (dtc.fi). It shows up on a.o. main page. It's not even part of the active template (oxford_dark); It belongs to my next template (westminster_new). The code on my actual site (tge.fi) has not got this "feature".
Is there a better file/folder comparison software (in Windows)? Sometimes it marks files as different even though they aren't.

Another good file compare program is Beyond compare. Its free and doe imho a better job the Winmerge.

May they changed ;) It used to be free, but I paid for a license, and it is well worth the money

Regardless of the file comparison tool, what is being compared makes the difference. It could be that the line endings are different (something not visible to the naked eye but electronically can be treated differently.)

There are settings to review about what should be compared. I don't quite understand the above situation as it sounds like the language defines of one template are loaded when another template is active... A file comparison tool is not exactly going to catch that issue.

All that said, beyond compare does add some capability beyond winmerge (remote file compare for example).
