Right sideboxes

I am currently working on a new site (off line) and was wondering what prevents the right side boxes from showing?
I did do a reset in templates layout page in admin.
The left side works fine.
Any ideas of what files prevent this.

go to configuration=> Layout Settings => Column Right Status - Global this is probably set to 0

Thanks but it is set to 1

It was working at one point till I refreshed the database with the latest version from my live site which is 139h. Would that have anything to do with it?

Found the problem
One of my tpl sidebox files did not upload.
