Order total not displaying at step 3 confirmation

I'm rebuilding my 1.3 site as a 1.5.4 site on a test server. Currently, when I checkout I get an order total at step 2 - payment information, but not at step 3 - order confirmation. No Confirm button either.

I have an override for tpl_checkout_confirmation_default.php

When I remove the override file, no information comes up at step 3 (the page loads, but not the checkout info), so I thought maybe the default file was corrupt. I replaced the default tpl_checkout_confirmation_default.php with a fresh download from Zen-cart and still have the same issue, no checkout info displaying.

Order Total Modules Sort Order:
Sub-Total - 100
Discount Coupon - 200
Tax - 300
Shipping - 400
Total - 999
