I have selected down for Maintenance for my site but it is still active site here

The categories are still selectable, but the main body indicates down for maintenance. For you, it is probably fully visible because your admin ip has been entered to allow you to see the site while it is down for maintenance, while the rest of us see some version of down for maintenance. Try accessing from a different ip address (cell device not hooked up via wifi to your home/work router)
