Configuration does not work

Hi,
The cart seems to be working fine and has been since 2010. SSL was installed last month. But I noticed that I am unable to do any changes under configuration. All links when clicked bring up a 'page not found' and 'site is under construction". Once this appears nothing works, not even logoff.
When I start all over again all the other parts of admin work fine.
I have MySQL 5.5.32
PHP 5.2.17
Linus 3.14.27#1
MacOS 10.10.2

I suspect it's something with YOUR_ADMIN/includes/configure.php
Check all your settings
