I have two main categories of products. Category A ships all over the USA. Category B, ships only within my home state.
How do I make that 'Category B' so it only gets shipped within in my home state?

You would need to use an add on module.
"Zen Cart Products Restricted Zones"
it will be added to the plugins shortly
