I am using v1.5.4 with Carlisle Fresh as my template.

Following some instructions I have come across a challenge. I have found two, tpl_product_info_display.php file; one under the template I am using and one under /template_default.

Now which one do I change?

The one under:
/includes/templates/templates_default

is the one that comes with Zen Cart ...

The one under:
/includes/templates/your_templates_dir

is the one that either YOU created or came with your customized template ...

This one is "overriding" the one that came with Zen Cart, by default, so you would be making changes to that file ...
