Browser Bar Title Won't Change

Hi,

I have installed the basic blue responsive template and have changed the title and site tagline in the english/meta_tags.php file but the title in the browser bar still says Basic Blue Responsive Template.

It has definitely been saved as I have gone and looked at it several times to make sure.

Does anyone have any idea as to why it won't change. I have done this numerous times using other templates and have never had a problem before.
