This problem exists only with the Chrome browser. An english-language customer without a Paypal account checks out requesting to pay with credit card. The next screen, which prompts for the CC info, switches to french language.
The customer resides in Canada. The problem does not exist with Explorer.

Tried another test today. Language issue no longer exists, however the checkout screen presented with Chrome differs from the checkout screen presented with IE. Very strange....
