Why won't ckeditor work

PHP 5.4.36 Fresh install 1.54 FTP

I have spent the last 4 hours uploading, checking, rechecking, deleting, downloading 3 different ckeditors shutting down and restarting the computer - you get the drift and I cannot get the ckeditor to show up. I set in in admin/configures but when I go to tools/define page editor and choose ckeditor it pops back to plain text. It does this on every page I try to edit.

I have no error logs. I did get the following messages in orange while installing the zencart.

PHP open_basedir restrictions = /home:/home2:/usr/lib/php:/usr/local/lib/php:/usr/local/bin:/tmp - I have no idea what to do about this. From what I have read it won't make any difference. So I have done nothing.

PHP Output Buffering (gzip) = OFF This I changed to on

I don't know if these would have anything to do with the ckeditor not working.

Any suggestions. Everything I could find about ckeditor was about videos and I do not have any videos.

When you describe the actions taken at the define pages editor, which is what you do?
1) Select ckeditor, then select the file to edit in the define pages dropdown? Or
2) Select the file to edit, then select ckeditor from the editor dropdown?

Either way it does not show up. I even went to add something to the store and the editor does not show up there either.

Ok I am really baffled. I deleted everything. Downloaded a fresh 1.5.4 zen cart and ckeditor. Uploaded and reinstalled the zencart. still has the same messages.

Changed the admin folder & admin/configure, Deleted the zc install folder: Checked to see if I could see store. Checked admin - got into both. Went and uploaded the ckeditor and my template. Ckeditor still didn't work. So I went in and deleted it and put each folder and file in one at a time. It still will not work. I checked the logs folder and found the following error:

Which how do I fix this when I already deleted the zc install folder? I am ready to pull my hair out. Why won't the editor work. Is something blocking it? I have done nothing else to the store.

Did you install the latest version of CKEditor? If not, download from here https://www.zen-cart.com/downloads.php?do=file&id=1098 and follow the instructions.

Once the files are uploaded go to Admin > My Store, scroll to the bottom of the screen and set
HTML Editor to CKEDitor. Hit 'Update'

Now go to Admin > Categories / Products and select CKEditor in the top right hand corner. You may need to do the same for your EZ Pages etc.

What, pray tell, had to be modified in admin/includes/configure.php?
