I remember seeing somewhere in my admin where you can click a box to require customers to include a phone number when they place an order. I have looked everywhere and cannot find the location to do that. Anyone know where it is?

Configuration->Maximum Values->Telephone, set to a non-zero value. That will require the customer to supply a Telephone Number when creating their account.
I couldn't find it in maximum Values. I did find telephone number in minimum values, and it is set to 3, but customers can still place an order without entering a telephone number, so I think there must be another box to check somewhere else that will require customers to leave a telephone number?
A stock Zencart installation requires a telephone number when the visitor creates an account. I believe Paypal has an option to require a phone number. Are those what you're asking about?
Yeah, I think minimum values is the one that lat9 meant.
Not that I'm aware of. However there are a couple of things worth noting.
1) The minimum phone number length requirement is only checked when a new account is created. It isn't checked when an order is placed.
2) If the account is automatically created (eg: Via PayPal Express checkout) the phone number requirement is ignored because PayPal may not (does not?) send this information back to the store.
Either one of these could explain how customers can still place orders without the phone#.

There is, as stevesh indicated, a setting in your PayPal account where you can indicate that a phone number is required (https://www.paypal-community.com/t5/...rs/td-p/356200).
