You asked whether phpinfo could tell whether it was caching anything. I simply replied saying I don't see anything in there that specifically says PHP is configured to cache anything.

But that doesn't mean your host doesn't have a hundred intermediate things in place to cache output in the name of "speeding up your site", but have it misconfigured so that it's caching everything instead of only caching static pages.

Sort it out with your host.

Just an update, my host had confirmed that a certain upgrade had "accidentally" enabled something called Private Cache.

They have since disabled this across all servers - and my issues have been resolved finally. I cannot believe this has been going on for a month without my knowing - very embarrassing.

It can be rather difficult to get a host to admit that the fault lies with them.
