Curl Errors: I must be banned??

I'm setting up a live VPS account, with server located in the west coast, and on installing Zen Cart I get

CURL problems detected: 28 => Connection timed out after 11161 milliseconds more info...
CURL requires SSL support. Please notify webmaster or hosting company. 28 => Connection timed out after 11160 milliseconds more info..

Running phpinfo() shows Curl support is enabled with SSL

I have tried deactivating my VPS firewall and even 'allowed' 104.236.245.70 as a destination. Still no luck.

Given that the curltester shows successful connection to some http and https addresses, could it be that my ip address, under a previous owner, was banned by Zen Cart?

As you say, it's probably that your IP was blocked for spam. You can still proceed with installing Zen Cart (that CURL test is not going to block you from completing installation). The fact that CURL is connecting to payment and shipping services (as you demonstrated with using the /extras/curltester.php script) means CURL is fine on your server, and will be able to perform its necessary tasks. So proceeding past that alert in zc_install is fine.
