Unless the parent directory (store root) or above has an .htaccess file permitting download of .pdf files, more than likely that is the problem.

Haven't answered ZC version question, but if look at a default ZC package, there should be one in the downloads directory that would solve your problem. If it does not, then may need to modify it a little.

Btw, client should be made aware, that if this issue is resolved to download free dfs from the downloads directory, if in the future downloadable product is to be purchased, then something will have to be modified to hide the purchased downloads directory from others as once downloaded, basically a link back to the downloads directory will allow free download of product that should have been purchased. There is a FAQ to address providing a renamed folder so that the existing free product could remain in the downloads directory and another directory could be used for the purchased downloads.

Thanks for that. Our site is not really an online store, and no payment facility will be avail;able now or in the future. It is an ordering & wishlist portal.
