I looked at the plugin "store", and I saw a plugin that allows the admin to edit a order, but I couldn't find one that would allow the customer to change the order.
Is this something that ZenCart can do by default, or is there a plugin that is hidden somewhere that can do this? My boss really wants this feature for his online store. Any help is greatly appreciated!

There's no such function built in to Zencart, nor any mod I'm aware of.

That would be tough to also modify the PayPal or Credit Card payment after it has been authorized/captured.

Well, all our orders are delivered by us, and the person pays with either cash or check so that wouldn't be a problem.

Try the admin side order editor and see if that makes him happy. This mod is a boatload of code and it's still not perfect even after being extensively picked over by lots of people. Tread carefully.
