Does this directly associate this error with the SSL certificate issue/?

Even though this was an error 7 and not an error 60 or 61, can it still be due to SSL security certificate issues?

It sounds like a communications error with your server and your hosting provider will need to resolve the problem ...

OK - they fixed it. The communications test verifies the successful connections where needed for USPS and other URLs . Running a test through the shopping cart was also successful. Only they didn't tell me what caused the problem in the first place.
