Sorry for a noob question.

I have just installed a fresh zencart install. I then installed a dutch language pack, then a new template.

The template shows this instead of actual languate in the front end of the site. In English mode and (newly installed) Dutch mode:
HEADER_TITLE_TOP_TEXT
TITLE_EZ_PAGES
TITLE_GENERAL
...and more like this.....

So here it is missing the value (actual language) of the items above.

What am I doing wrong? Should i install language first, then template, or template, then language?

Actually, good that you posted your question. There is a known issue to ZC 1.5.4 that is identified and corrected in the following thread: http://www.zen-cart.com/showthread.p...s)-with-v1-5-4

The order does not matter. But it looks like you are missing some language files, or copied them to the wrong location. That is why you are seeing the defines (CAPITAL TEXT).

It does "look" that way, but because of the error in ZC 1.5.4 that is addressed in the link above, the problem really is that the language id value in the database does not resolve to a value that properly accesses the associated language.

As to sequence, a language pack that doesn't already include an override directory (YOUR_TEMPLATE or similar) can be installed in either order. It is though generally suggested to install a template as the first action and then any template related modifications can be made manually or automatically without affecting the core/classic files.
