Can Not install Zen Cart 1.5.4

I am posting this for others input as to what might be wrong
I have installed v1.5.4 in the past and the only thing that I believe has changed is the php version
Where it was v5.4.x it is now v5.5.x
I have uploaded files and got a blank screen after selecting the "click here" on the opening screen
Believing that the file set might be corrupt - I downloaded a fresh zip and uploaded those files with the same results

I have attempted to determine what version(s) exhibit this and see that at lest ZC v1.5.0 allows installing where ZC v1.5.4 gives a blank screen - there are no error logs for this either in zencart or in the server logs
