I wanted to do a special for free shipping on all orders in zone 1 and 2, but when I go to free shipping options it says if enabled will be active for zone: Florida... which confuses me... so I don't know how to do what i want to do.
Hopefully this is an easy thing someone can help me set up.

Okay what I wound up doing is going into Zone rates and setting it to:
1:0, 2:0 etc... for Zone 1 USA
