Newsletter subscribe missing

I found newsletter UNsubscribe but nothing about subscribing. (It used to be there.) Also, found out I can only send out limited emails at a time (when I DID have newsletter showing. tedious to do it in sections). Is my best option MailChimp? Or ??

Subscribing (using built-in features) is done from within a customer's My Account screen, or during Create Account.
Administrators can edit a customers' preferences in Admin->Customers->Customers

Mailchimp is a good alternative, since their systems are optimized to NOT require sending limited emails at a time. (Your hosting company does legitimately throttle sending of emails, else your server would get blacklisted and blocked from sending ANY emails. So, that "limiting" is a good thing.)
