If I choose Canada it says shipping rate cannot be figured out...
If I choose England it says shipping $10 ?

Zone 1 is US - I have it set that way so all US orders are free shipping.

As a test ...
in Zone 3 countries, remove GB and put in CA

in Zone 2 countries, remove CA and put in GB

Now test a GB address ... what happens?

Next test a CA address ... what happens?

Then, put in Zone 3 countries the GB and remove CA and put in Zone 2 CA and remove GB

Now test those countries again, what happens?
