usps first class not working

I have/had an older version of ZC 138.a and was not getting a first class domestic postage rate as of 9-1-2016. After reading here in the forums (hearing all the security issues) I decided to do a clean install of 155 and plan to copy and past the product over as there are not a lot. So I did install it on the same server but a different URL location, and a different data base. I'm using the same USPS account. Both say "Line #12 : * @version $Id: usps.php 2014-03-07 ajeh Version K3 $"

I also have another site with ZC 139 on it from the same hosting company but a different account (site) and there is no problem there. It has a different usps account.

Any ideas where to look? Would my usps account need to be changed?
