It works now. I had California as the shipping zone selected. I thought this would just be the origin but I was wrong

My displayed rates for shipping a small 6-ounce package from California to Germany range from $113.21 to $158.30. Is this correct? Perhaps I need to change my account settings to get the best rates?

I ship via USPS also. The UPS rates are displayed above the USPS rates upon checkout. I want the USPS rates to be shown above UPS. Is this possible?

Yep, UPS can get expensive. You control the order of the shipping-modules' display via their defined 'sort order' using your admin's Modules->Shipping tool; just set the USPS sort-order to a value less than that for UPS.

Thank you. Well, that is really dismaying about the international prices. Hopefully I can work things out with UPS or another carrier. I got the sort order working -- thanks again.
