Are there zip/postal codes that differentiate the North/South island addresses and whether/not they're rural? If so, you could use the ZipShip shipping module.

Hmm, I will look into that one. That's a new one on me. I will need to find all the zip codes for the South Island and North Island. As for Rural, these areas are denoted by a RD number which applies no matter which island you live on.
