I believe the customer can choose to use a card without an account. However, we have been fielding reports for months where the opportunity to do so is missing from the initial PayPal screens. It seems to be intermittent... not always there. I would bet it's a PayPal issue =)

The 100% foolproof way to do this is to set up a credit card gateway like Square or Authorize.

Still, this cannot be done on a standard PayPal account. It needs to be a business account.

Sorry, you don't say whether or not you have set the settings per the instructions. Have you also done that?

The setting has to be done in PayPal itself. There is no setting in Zen Cart that controls this.
