Tax not being added on shiping when checking out

We have had an issue reported that when checking out using paypal the amount on the paypal wallet page does not match the amount on the checkout page. But on completing the order through paypal the money recieved is correct. Ive drilled it down the difference being that tax is not being added to the shipping costs.
Is this a zone issue?

Which of the PayPal payment modules is in use? PayPal Express Checkout (paypalwpp), PayPal Payments Pro (paypaldp) or PayPal Restful (paypalr)?

If the customer has started the checkout via the "Express Checkout" button, the shipping cost isn't known (and, thus, can't be taxed) when the order is initially sent to PayPal.

It is adding the shipping but not applying the tax (or in my case Vat) to it.

OK, but is this when the order is placed via the PayPal Express Checkout button or when the customer's gone to PayPal after signing into their account and going through the checkout process?

When the customer is logged in. They have selected shipping type then payment and pressed confirm. Then the login box apprears for paypal, then it shows the amount that is different to the amount on the zencart page
