Help... Free Shipping doesn't work

I added a product and made it free shipping. However, when I try to check out, it just gets stuck at step 1 and won't let me go past to shipping options/payment methods. Normally, this would mean no shipping options are setup.
However, FREESHIP is definitely active. I also have USPS and FedEx active.

I also tried the configuration/shipping and activated the Freeship when weight =0 and made the product have 0 weight. It still gets stuck.

Can someone possibly help?

Ok... I think I figured it out. I had the following sort orders:
FREESHIP 0
FEDEX GROUND 1
FEDEX EXPRESS 2
USPS 3

I mistakenly thought a zero came before 1. Just for the heck of it, I changed the sort orders to:
FREESHIP 10
FEDEX GROUND 20
FEDEX EXPRESS 30
USPS 40

And now everything works great.
