Basis of product tax (Shipping for US and Billing for Canada)

Hello!

I want to sell to both US and Canada using Zen-Cart. However, I need to set-up my tax basis for the US as "shipping" and my tax basis for Canada as "billing". Zen-Cart does not seem to allow you to change the tax basis based on country. Is there a module or something I can use to fix this?

My other option would be to set-up a US store and a separate Canadian store, right?

Any other Zenners have this issue? I couldn't find it anywhere. Please help. I truly appreciate it.
