If so, where is the module that will work with ZenCart 1.3.x?

I believe that it is not supported. There seems to be a history of problems integrating it into Zen Cart and some resistance to the way in which it takes over. If you do a search for 2Checkout you will find lots of history on this, some as recently as yesterday.

There is a 2checkout module for zen-cart, but it seems that very few (If anyone) are able to make it work. You can read more about it here:

what is a good replacement for 2checkout? i need a payment module that does not require having an us based account.

I am using 2CheckOut as a payment method with no serious issues. Note that I am still using Zencart 1.2.6
