How to add Extra Meta Tags/Change Title??

Several requests for these topics.. so
META TAGS
/includes/templates/template_default/common/html_header.php
Advise you make new folder in your current template folder.. name it common,
copy includes/templates/template_default/common/html_header.php to that folder and adust to taste..that way, any future zencart upgrades you install will
NOT override your new meta tags
CHANGE TITLE
change via
/includes/languages/english/meta_tags.php
As always, BACKUP files BEFORE changing

The only problem is this solution doesn't work as the override is not functioning accurately. I had this working in 1.2.7 but for something it breaks in 1.3.0.1.

In the past I had a copy of html_header.php in includes/templates/custom/index/ I placed an override of html_header.php in the index folder because that's the only page that I want to change description on. It worked brilliantly but not it doesn't work anymore. I am not sure if this is a bug or what changed.
